Yes such kind of apps get approved. However you need to provide a test user credentials to Apple for testing purpose. When you submit the app from iTunesConnect, you will see the text fields for username and password in your App Metadata section. Just create a user and provide the details in the metadata. That should work. 

I've got my 5 apps approved which required login to start using the app.
