I started a developer group for my city, with face-to-face meetups
every month - approx 200 small companies + freelancers in total. Now,
when I'm too busy, or asked for skills I don't have, I forward it to
the mailing list.

NB: because we meet face-to-face, I know most of the people on the
list, have met them at least once. Also, the list can only be joined
after you email a moderator and give some evidence you are a genuine
developer (i.e. not a recruitment agency, etc).

So ... it works well, but I think it works because of the very high
signal-to-noise ratio / filtered membership.
