Most of those sites are using the Enterprise Partner Feed from apple (via the affiliate program) to detect day-to-day appstore changes (like pricing and icons). For Android apps they are likely scraping as their market has no equivalent data feed.
It is true that a lot of the "app sales" sites are charging devs for promotion of these sales. Some show everything but somehow highlight those who've paid a promotional fee.
