Your voice just adds to an ever-widening chorus that I’ve got to be crazy to go the standard licensing route. :-)  I considering including a few license-able songs in my app but finally whittled it down to a single 8-second snippet of an old Mitch Miller chestnut. I don’t think 8 seconds is worth the hassle I’m likely to be going through!

I'd recommend you pay for an original work or find songs that are not copyrighted anymore. Note that the actual interpretation/recording can be copyrighted but the song itself be out of copyright (this is the case for anything from Mozart, Beethoven, ...). In that case you have to pay someone to rerecord the song.

To get an idea of the timeframe, a song is usually out of copyright 50 to 70 years after the death of its author (this depends on the country and is a rather large / safe estimate); but ask a layer...

Also note that you'll have to license the song in every country where you will sell the app, unless you can get a direct deal with the rights owners (which is sometimes someone different in every country). In short it is a mess.

I'd recommend you pay for an original work or find songs that are not copyrighted anymore. It might be worthwhile to investigate out of copyright tunes. Also, this is why so many apps pay someone to write original works.

Also, it's almost certainly worth your while to offer an experienced copyright lawyer $100 for an "initial consult" to ask some basic questions about which direction to go. You might learn, for example, that an entire category of fees doesn't apply to your situation, or some such. Well worth the price, IMO.
